The spectrum of team cap space is wider than ever this year, with teams like the Dallas Cowboys, Minnesota Vikings, and New Orleans Saints in the red by more than $25 million. Meanwhile, many teams near the top of the draft board happen to have the most cap space, with plenty to spend on free agency’s top players, but which teams are they, and who should they target?
Tennessee Titans: $97.7 Million
Leading the list is the Tennessee Titans, led by new head coach Robert Saleh and 2025 first overall pick Cam Ward. Ward played well to end the season, despite having a bottom-tier collection of skill players around him. Defensively, they struggled immensely to get after the quarterback and hold up in coverage.
Top Free Agent Targets: TE Kyle Pitts, WR Wan’Dale Robinson, EDGE Jaelan Phillips
Tennessee finished with the 24th-best defense according to the PFSN Defensive Impact Grades, generous given their serious lack of pass rush. Phillips, still 26, could return to being one of the upper-tier edge rushers in the league with another year of recovery post-ACL surgery.
Las Vegas Raiders: $87.8 Million
For the Las Vegas Raiders, it would be easier to list positions they don’t need to upgrade. Coming off a failed Geno Smith experiment, the skill position cupboards will need to be restocked for future first overall pick Fernando Mendoza. On the defensive side, all levels could use bolstering, even the edge position, with or without Maxx Crosby.
Top Free Agent Targets: WR Alec Pierce, LB Devin Lloyd, EDGE Odafe Oweh
After trading away Jakobi Meyers midseason, the Raiders desperately need to add a receiver to the roster. Since George Pickens is expected to be franchise tagged, expect the Raiders to target Pierce, who’s led the NFL in yards per catch the last two seasons.
Oppositely, the Raiders need broad improvement everywhere on defense, so why not target Devin Lloyd, who solidified himself as perhaps the best young linebacker in the league? On the defensive line, Las Vegas is still searching for a partner across Crosby.
Look for them to target Oweh, who exploded for 7.5 sacks after being traded midseason, including three in the playoffs for the Los Angeles Chargers.
Los Angeles Chargers: $82.1 Million
It may be weird to see a playoff team so high on the list, but that’s a testament to how general manager Joe Hortiz and head coach Jim Harbaugh have managed and coached the roster. With a great quarterback in Herbert and plenty of cap space, the Chargers have a unique win-now window to make deep playoff runs for the foreseeable future.
Top Free Agent Targets: WR Tyreek Hill, G David Edwards, EDGE Trey Hendrickson
Hill will be an obvious target for the Chargers, as they hired his former head coach, Mike McDaniel, to be their offensive coordinator. Under McDaniel’s tutelage, Hill enjoyed elite production, racking up over 3,500 receiving yards from 2022-23.
Upgrading the interior offensive line needs to be a priority, as Herbert was one of the most beat-up quarterbacks in 2025. Edwards has had a few solid years in Buffalo and should be among the top guards available.
Hendrickson makes a ton of sense for Harbaugh. He’s still very good, if not elite, and with Khalil Mack a free agent at 35 years old, his future with the team looks murky. Expect Los Angeles to splurge on a notable pass rusher who fits their system, like Hendrickson.
New York Jets: $78.9 Million
Under first-year head coach Aaron Glenn, the New York Jets were a complete disaster. Tyrod Taylor would end up outplaying Justin Fields, who’s likely to get cut, and defensive superstars, including Sauce Gardner and Quinnen Williams, were traded. Even if the Jets nail free agency, much work will have to be done to get them competitive in the AFC East.
Top Free Agent Targets: RB Breece Hall, QB Malik Willis, CB Jamel Dean
Before they go out to sign any new players, re-signing Hall in free agency will be a top priority, as he looks likely to test the market. He was their entire offense most of the season, accounting for more than 1,400 yards from scrimmage.
Next up will be finding a quarterback, and Glenn seems to prefer a mobile archetype. With how good Willis has looked in reserve duty the last couple of years in Green Bay, he could end up a solid QB1 for a franchise.
Somehow, the Jets didn’t record a single interception in 2025. Dean had three this year with the Buccaneers. He’s known for his strong man coverage skills, something New York will need with Gardner now in Indianapolis.
Washington Commanders: $66.5 Million
The Washington Commanders are in a unique spot. While they appeared ready to win now, based on a 2024 NFC Championship run, an unexpectedly poor 2025 season exposed key weaknesses, including health issues among key players and holes throughout the defense.
Top Free Agent Targets: RB Kenneth Walker III, EDGE Boye Mafe, S Coby Bryant
It’s no coincidence the Commanders are targeting Seahawks players. Coming off a Super Bowl victory, Seattle won’t be able to re-sign everyone. To help keep the pressure off Jayden Daniels, bringing in a workhorse back like Walker III would do wonders, and they’ll be able to top Seattle’s return offer.
Bad drafting, combined with a handful of poorly aging free agent signings and trades, has Washington’s defense in a less-than-ideal situation. They require a starting pass rusher, something Mafe can help with.
Though his snaps were limited in 2025 due to a loaded Seattle edge room, he has proven production with 15 sacks from 2023-24. Additionally, safety Coby Bryant can help shore up the backend and will continue developing after switching from cornerback only two seasons ago.
